LGBTQ+ Bill: Second Consideration concluded, Third Reading on February 27

The Second Consideration Stage of the ‘Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021' was wrapped up by on Friday, paving the way for the scheduling of the Third Reading (Passage of the Bill) for Tuesday, February 27. This decision was reached based on the revised Standing Orders of the House, which stipulate the need for at least one Sitting day before the Third Reading of Bills.

The Second Consideration Stage commenced on Thursday, February 16, following a Motion filed by Mr Afenyo-Markin, the Majority Leader. The purpose of this motion was to allow for thorough consideration of proposed amendments to the Bill, particularly regarding the substitution of community service for incarceration.

During the Clause by-Clause Amendments of the Bill on Wednesday, February 21, Mr Afenyo-Markin withdrew his proposed amendments following a voice vote by the House against two of his proposals, which sought to replace imprisonment with community service for individuals engaged in + activities.

Mr Afenyo-Markin expressed his concerns about the punitive measures outlined in the Bill, emphasizing the need for rehabilitation rather than mere incarceration. He proposed replacing a minimum two-month imprisonment sentence with a minimum one month of community service for offenders.

However, Speaker Bagbin clarified that the proposed amendments were withdrawn because they did not align with the objectives of the Bill. The Bill aims to promote proper human sexual rights and Ghanaian family values while proscribing + activities.

Overall, the deliberations in reflect the ongoing discussions surrounding LGBTQ+ rights and related legislation in Ghana.
